My idea is to ban dragons at the same time as /fly or /carpet is off. It is a supreme disadvantage for players who do not have them to try to get withers as others can basically kidnap withers and the normal player has no chance to get a nether star because of all of the obstacles they have to go through on the ground.
Flying with a dragon is no different than /fly or /carpet where you can go over the trees.
