Is it just me, or is that person swinging his hoe at crazy speeds?
If this video doesn’t prove that much, I would still look into it because I’ve seem him click at crazy speeds while not recording.

That’s the kit. It’s called jester. Jester gives you haste 3. Haste speeds up how fast you break blocks. This effect makes your arm swing faster, allowing for that hoe to be that fast. We appreciate the report, thanks for the concerns
