Found a way to get up on the tower. I was messing around with the push and cancelation of fall damage from spawn if you jump into it from a high place. Here are the pics of me on the tower and the cloud used to get me there with the tower in view (The place I landed didn’t push me off).
It’s not really affecting gameplay. A quick /spawn does the trick 
Yeah but I still don’t think you should be able to get up there, henceforth the reason I posted this. I think moving the towers back into spawn could work.
