Basically I feel like there should be a little desk people can go to to give mods items that have been lost
and others can come and see if its theirs and if it is they can claim it!

It’s a nice idea, but it could and would be easily abused by people to get free stuff 
There’s already a huuuge list of things to be implemented so I can’t see something like this being added anyhow

I agree with you, unless it’s restricted so the player ID has to match the username of the player ingame. Like the item says found by: [player name] and that player checks the lost and found and can only pick up that item.
