When you are in KitPvP, /spawn, You have to be still. However, players can still do /hub without standing still, or cooldown. Players can just randomly have half a heart and escape to the lobby. I suggest only being able to do /hub when you are in KitPvP spawn.

Do they /hub while in combat or when the green text comes when they are no longer combat tagged?
They can do it while in combat, if thats what you mean.
